Under the direction of the Manager, HEM-PNIL, provides administrative supervision and daily management to the Hemostasis and Platelet & Neutrophil Immunology Laboratories. Also receives direction from the Medical Director.

Coaches, mentors and develops employees.  Assures quality, continuous improvement, operational/cost effectiveness, and compliance are within regulatory and organizational requirements. 

 

EDUCATION

  • Bachelor’s degree from an accredited college or university in Medical Technology (Clinical Laboratory Science), Biology, Biochemistry, or related science

               

EXPERIENCE

  • Six years pertinent clinical laboratory experience of which at least two years working in a clinical laboratory having a director at the doctoral level required.
  • Three to five years relevant experience working in a clinical laboratory setting required 
  • Minimum of one year leadership experience in clinical laboratory setting or equivalent preferred

 

SKILLS AND KNOWLEDGE

  • Strong detail orientation and analytical ability to evaluate and ensure accuracy of data related to laboratory results and patient information
  • Ability to provide effective leadership, confirmed ability to manage and grow people
  • Excellent communication (both written and oral), human relations, and organizational skills
  • Knowledge of good laboratory practices and quality systems
  • Knowledge of laboratory techniques used in assessing causes of thrombocytopenia and neutropenia
  • Skill in the operation of laboratory equipment, instruments, and computers
  • Demonstrated customer communication and negotiation skills
  • Proven ability to manage a budget and supplies

 

MAJOR RESPONSIBILITIES

Laboratory Operations

General/Technical

  • Develops, implements, and maintains systems to ensure accurate and timely reporting of test results.
  • Assigns and supervises work of laboratory personnel.
  • Ensures adequate staffing for the department.
  • Serves as a technical resource for laboratory staff.

Quality Control

  • In conjunction with Technical Director, selects controls for assays and ensures that they are run as specified.
  • Ensures that quality control data is compiled for trend analysis and reviewed on a timely basis.

 

 

Proficiency Testing

  • Selects and enrolls in CMS-approved  proficiency testing program(s) appropriate for methods used in the laboratory.
  • Ensures that proficiency-testing events are performed, reported, and reviewed in accordance with CLIA (Clinical Laboratory Improvement Act) requirements and BCW procedures.      
  • Ensures that laboratory participates in alternative assessments of laboratory test performance when CMS-approved programs are not available.

New Test Implementation

  • Ensures that validation, procedures, and training have been completed before implementing a test in the laboratory.
  • Monitors performance of newly introduced tests and methods.  Initiates action when inconsistencies or problems are identified.

 

Regulatory Compliance

Licensing, Accreditation, and Safety

  • Maintains working knowledge of laboratory regulations and accreditation requirements.
  • Develops and monitors systems to ensure laboratory compliance with CLIA, OSHA (Occupational Safety and Health Administration), CAP (College of American Pathologists), NRC (Nuclear Regulatory Commission) regulations, and BCW safety policies and procedures.
  • Prepares for and participates in internal audits and external assessments/inspections.
  • Takes corrective action to remedy deficiencies identified in audits and assessments and prepares responses to audit reports.

 

Financial Management

  • Prepares departmental operational and capital expense budgets with input from Technical Director.
  • Manages expenses, taking into account budget and departmental activity.  Initiates review of activities to eliminate waste and redundancy.
  • Performs cost analysis of laboratory activities and tests.

 

Quality Systems

Quality Plan

  • Operates laboratory in accordance with BCW Quality Plan.
  • Ensures that incidents, errors and accidents are properly documented in accordance with established policies, procedures, and protocols.  Initiates investigation, corrective action and follow-up.  Monitors corrective action to ensure that changes are effective and in place.
  • Initiates and participates in process improvement projects.  Uses internal and external benchmarking data and tools such as flowcharting and root cause analysis.

Customer Satisfaction

  • Maintains high level of customer satisfaction through effective communication and problem solving.
  • Implements effective customer service strategies, including regular visits/conversations with top customers.
 
Information Management

Laboratory Information Systems

  • Reviews records on a timely basis.
  • Reviews and coordinates staff computer security profiles.

Records Maintenance

  • Ensures that procedures are complete, up-to-date, and reviewed in accordance with regulatory requirements and BCW policies.
  • Ensures that laboratory records are maintained in a complete and organized manner allowing for easy retrieval.
  • Ensures that patient and laboratory information is treated as confidential information in accordance with HIPAA (The Health Insurance Portability and Accountability Act of 1996) regulations.

 

Supervision and Leadership

Performance Management

  • Ensures job descriptions and performance standards are complete and current for each position in the laboratory.
  • Monitors and documents performance, sets goals in accordance with organizational priorities, and coaches staff to improve performance. 
  • Prepares and conducts performance appraisals. 
  • Develops, maintains, and documents competency testing program for all positions in the laboratory.
  • Ensures compliance with employment laws and BCW Human Resources policies.

Leadership

  • Participates as an effective member of the Diagnostic Laboratories management team and the BCW management team.
  • Communicates effectively with staff, management, and customers.
  • Utilizes effective change management techniques.

Education and Training

  • Develops and maintains training plans for all positions in the laboratory.
  • Ensures that training of employees occurs in a timely manner and completely and that

documentation of training is maintained.

  • Provides continuing education to staff. 

 

GENERAL DUTIES

  • Maintains management and scientific knowledge through review of scientific literature, attending relevant meetings, video and teleconferences, etc.
  • Responsible for hiring new lab staff as required.
  • Recommends and evaluates new laboratory procedures and equipment.
  • Prepares materials for customer education.
  • Participates in marketing activities.
  • Coordinates studies for contract research or in conjunction with other organizations.
  • Responsible for training and education of BCW personnel and guests.
